WEX Card Fraud

A joint GSA OIG and Amtrak OIG investigation disclosed that Ross Kelly, a former Amtrak Track Inspector, had used his Wright Express (WEX) credit card for his government-issued vehicle to purchase gasoline for his personal vehicle on multiple occasions totaling over $2,000.  On December 20, 2010, Kelly pled guilty to one count of violating Title 18 U.S.C. Section 641, Theft of Government Property, for the unauthorized use of a WEX card. Kelly was sentenced to six weeks home detention with electronic monitoring and two years probation.  Additionally, Kelly was ordered to pay $8,000.00 in restitution and a $100 special assessment fee.  The additional restitution includes money fraudulently obtained through Kelly's admitted time and attendance fraud while working for Amtrak.
